There is little doubt that Hong Kong’s implementation of the “dynamic zero-Covid” strategy – accepting that infections will happen but moving quickly and mobilising all the resources at the state’s disposal to stamp them out – has not worked so far. One way or another, the current wave of Covid infections that has seen record daily cases and crippled the city’s health care system will peter out. The key uncertainty is over how, not whether, the pandemic in Hong Kong ends.
