The Diplomat cited IEMS’ Barry Sautman in a report discussing the death of five Tibetans in police custody following an August protest where police fired on a group of unarmed participants in the Garze Tibetan Autonomous Prefecture in western Sichuan. As Barry Sautman commented on the situation:
“Professor Barry Sautman of Hong Kong University of Science and Technology told the South China Morning Post, “In the Tibet autonomous region, there’s nowhere near the level of manifested discontent as there is in Garze.””
