Prof. WU Xun, HKUST(GZ) Innovation, Policy and Entrepreneurship Thrust, stated at the Renmin University of China's roundtable session that optimizing talent policies requires a shift from competition to collaboration, from subsidies to ecosystems, and from fragmentation to integration.
Prof. WU Xun commented that for talent policies to achieve truly sustainable development, the ultimate goal is to build a healthy innovation ecosystem. He emphasized the need to address five dimensional boundary issues: spatial boundaries (excessive competition), target boundaries (emphasizing recruitment over retention), coverage boundaries (proliferation of titles), and functional boundaries (policy fragmentation).
